Jesse of SixTONES voices brothers Aruru and Deruru, who are from planet Keron and "apparently have a past link to Sgt. Frog's unit," according to Anime News Network. Rina Watanabe's role as a woman in Shibuya is her first voice acting work. "I love Sgt. Frog, so I was surprised when I received this offer, but I am truly happy to be part of this film," she told Crunchyroll News. "Although it was my first time voice acting, I really enjoyed the challenge during the recording session!"

Yūichi Fukuda is the supervising director and scriptwriter. He is best known for directing live-action film adaptations of Gintama, Saint Young Men, and Sakamoto Days. Fumitoshi Oizaki, who has been the character designer for the Sgt. Frog anime since 2004, directs at Bandai Namco Pictures. Satoshi Koike is the character designer. In addition to the opening theme song "Mata Kaettekita KERO! to MARCH," singer ano also performs the film's theme song "Kashippanashi Destiny."

The film's official synopsis reads: "The Keroro Platoon, living their lazy days as if invasion were nothing. Then one day, they face a series of bizarre phenomena erupting across the nation. Feeling a sense of crisis, the Keroro Platoon rises up, staking their pride as invaders!" The original Sgt. Frog manga by Mine Yoshizaki has been serialized in Kadokawa's Monthly Shonen Ace since 1999. The first TV anime adaptation ran from 2004 to 2011, totaling 357 episodes. Discotek Media released all episodes on SD Blu-ray, with seasons 5 through 7 arriving last year.
